National agreements address non-wage issues such as employment contracts, training and gender equality and, since 2002, have established general guidelines on wage increases every year except 2009. Lower-level agreements typically cover wages and working time, often with a clause providing for additional payments when inflation exceeds an agreed level. They can also cover other issues such as training, job classification, illness, maternity schemes, health and safety, and since 2005 the number of employment agreements has increased sharply, in particular agreements to increase the proportion of permanent workers. The duration of parental leave was increased from four to five weeks on 5 July 2018. In September 2017, the People`s Party and Ciudadanos agreed to increase paternity leave to five weeks from the following year. .
